Smart Rugby

SmartRugby is an occupational health and safety program for Australia's Rugby participants. It is a compulsory minimum requirement for every coach and referee participating in Rugby where there is a tackling component.


SmartRugby is mandatory requiring qualification every two years. To be fully effective it requires ongoing commitment rather than just occasional attention.


How the Program Operates


The 'train-the-trainer' session ensures that all coaches and referees are upskilled in the correct techniques to develop confidence in contact amongst their players/members.


Coaches are required to cover this material in on-field sessions to players prior to the commencement of each season. Referees are required to understand the material and apply to the management of all games.


The techniques learnt are built into regular training and playing throughout the season, so that SmartRugby becomes an integral part of coaching and refereeing at your club, school or association.


A typical SmartRugby session of 2 hours includes the following:

What are the Benefits?


SmartRugby will only really have an impact if coaches and referees get behind it by learning about it, following its training techniques and 'transferring the knowledge' to players.


The benefits are many - not just fewer injuries, which makes for happier parents and players, and fewer coaching selection crisis, but more effective tackles and scrums, and a greater focus of team effort at the breakdown, lineouts and restarts.


Qualification Details


SmartRugby is mandatory requiring qualification once every (2) years. It is the minimum requirement for every coach and referee participating in Rugby where there is a tackling component. For 2008, participants will be able to re-qualify on the internet using the on-line resource.


SmartRugby participants will receive a free booklet and CD-Rom upon attendance. Participants will also receive a MyRugbyCard which outlines current coach and match official qualifications and accreditations (Please allow for 8 weeks delivery time).

Coaching Kids (U6 - U11)


Junior Rugby participation should be an enjoyable and rewarding experience for all those involved in the game.  The Coaching Kids Rugby Course is great way to learn more about the modified laws, how to coach kids and develop their skills. The aim of this course is to provide the junior rugby coach with the fundamentals.

Foundation Coaching

The Foundation Course is an excellent way for coaches and referees to improve their knowledge of Rugby and represents the first step in the coaching referee pathway towards Level 1 accreditation. 


(Entry level course for coaches and referees involved in U12 - Seniors. The course focuses on laws, technical skills/drills and effective coaching and refereeing practice, ELV's.  SmartRugby is included in this course)

Refereeing Kids Rugby

The ARU are introducing a Refereeing Kids course that will encompass both Walla and Mini refereeing. As yet we are awaiting details and components of the course content.


Referees will come out of this course with a greater understanding of the laws, the ability to communicate more effectively with the coaches and players of the teams they are to referee.  


Courses will be offered twice in each region and 4 courses held at Ballymore (dependent on numbers).  See below for initial course dates, times and locations.

Assistant Referee

Assistant refereeing offers an alternative way of getting involved in the game that can also be very rewarding. There are minimal age group restrictions for assistant referees. This is an ideal way for younger people to be involved or for mums, dads, brothers and sisters to help out with junior games.

Open Forum

The purpose of this forum is to educate Team Management, Administrators and Parents in the current rules, laws, procedures and changes to the BJRU competition each year.

It is forum that allows clubs to ask and get their respective questions answered in a comfortable environment.

Held prior to the season commencement from 11 February to the 30 April 2010, clubs simply book in their respective dates.

Level 1 Coach

The Level 1 "course" of previous years has now been superceded by the mandatory SmartRugby, which is the ARU's occupational health & safety program, as part of a "Foundation" course - a certificate course which provides a basic structure for coaching & officiating. It is recommended that individuals who wish to gain ASC accreditation attend a Foundation Course.  All accreditation lasts for 4 years and all coaches must maintain their SmartRugby qualification every 2 years.

BJRU minimum coaching requirements for U13 to U17 is a completed Level 1 Coach accreditation.  It is encouraged that all coaches complete their Foundation certificated prior to completing their level 1 to ensure that they have gained the latest information on coaching techniques and law changes including ELV introduction.

Complete the following process for Level 1 Coach Accreditation:

  1. Complete SmartRugby (current qualification)
  2. Complete Registration Form
  3. Complete Exam - Law & Coaching Exam (90% pass)

  4. Complete a Field Assessment (training session) - contact QRU (3354 9330) with a date, time and venue
  5. Cost: $44

Level 1 Referee

There is a range of games played at different levels in local club and school competitions that can cater for all levels of Referees.  As your skills and experience grow you can move to higher level club and school matches, with opportunities for talented Referees to advance to the highest levels of the game. 

Attendance at a one day Foundation course will provide the necessary training to begin officiating at these games.  For those referees wishing to move to higher levels there is a two day Intermediate Referee Training Program (Level 2). All accreditation lasts for four years and all referees must renew their SmartRugby qualification every two years.

  1. Complete SmartRugby (current qualification)
  2. Complete Registration Form
  3. Complete Exam - Law & Game Management(90% pass)

  4. Completion of the Level 1 Referee Compentency Assessment Workbook (QRU does not need to view this workbook)
  5. Complete a Field Assessment (game) - contact QRU (3354 9330) with a date, time and venue.
  6. Cost: $44

This course is designed for senior coaches. As such there is a greater emphasis both on the tactical aspects of each part of the game as well as the technical skills required to choose such options. It is the aim that all accredited Level 2 coaches are creative as well as being knowledgeable so that the game can benefit from the individual enterprise of both themselves and their players.

First Aid

 As per the BJRU competition rules, each home club is to appoint a suitably qualified medic to each full sized field being used.  The appointed medic is to be clearly visible and identifiable in the green/yellow medics vests or Sports Med shirt.

Sports trainers appointed by teams who hold as a minimum a current senior first aid certificate or its equivalent can run as medical for their teams.
